If you never held any licence , means no victorian, interstate & overseas :

If you are over 18 but under 21 years of age Licence will be issued .

If you are 21 and over Licence will be issued to you .

If you are over 18 years but under 21 and you held Licence for less than one year will be issued and if you held Licence for one year or more Licence will be issued .

If you are 21 years but under 22 years Licence will be issued .

If you are 22 years and over , held any Licence for less than 3 years Licence will be issued .

If you are 22 years and over, held any Licence for 3 years or more Full-Victorian Licence can be issued .
